With reference to Lord Elgin's

Despatch No. 55 of the 11th. of March last, I have the

honour to transmit the enclosed copy of a report by the

Director of Public Works explaining in greater detail the

reason for the congestion of work in the Public Works De-

-partment and the manner in which the duties of the

Engineering and Surveying Staff are distributed and super-

-vised.

Owing to the circumstances ex-

-plained by Mr.

Chatham and to the fact that Hongkong is a

rapidly growing Colony, a very large proportion (much

larger than in the case of any other Department) of the

papers dealt with in the Colonial Secretary's Office are

either initiated in or require reference to the Public

Works Department.
